Commercial Manager - Adult Social Care

Cedar are pleased to be supporting a prestigious council in London with the recruitment of a Commercial Manager to work within the Adult Social Care Category.The role is permanent and will require you to get into the office in South West London , 1 day per week.The main purpose of the role is to lead on the delivery of high value/more complex or innovative tenders often above thresholds, from initiation through to mobilisation. You will demonstrate a high level of competency when it comes to commercial awareness and technical expertise across a range of projects within the Category. You will need to build good working relationships with stakeholders at all levels, including commissioners, senior managers, budget holders and other specialists who are involved all stages of the tender process.Budget Responsibilities: Tenders for high risk contracts above £100k and often more than £20m. Typically managing 6 projects.Line management: Responsibility for staff working as flexible teams to deliver specific projects. Main Duties:Lead high value/high risk tenders through all stages of the process from initiation to contract mobilisation Provide commissioner or the budget holder with pragmatic and informed advice throughout; Use your sector knowledge and expertise and desktop research to ensure you understand the product or service you are involved withWork collaboratively with legal and other subject matter experts to develop the form of contract, special terms and conditions, KPI'sPrepare a procurement strategy that describes your findings and recommended approach Understand how sustainability and social value will be secured through the tender processEnsure that specifications and desired outcomes are expressed in a meaningful wayDevelop evaluation models to achieve the desired outcome and best value for moneySupport the mobilisation of the contract prior to handover at Gate 4. Attend project board meetings as requiredEnsure effective communication and engagement with stakeholders and partners (including external suppliers)Keep aware of relevant policy, best practice and legislative changesManage your tender using the E-Procurement tools used by the council and contribute to its further developmentEssential Requirements:MCIPS qualified or equivalent experienceExtensive experience of running procurement's within the Social Care Category, ideally adults Extensive experience of working to PCR2015Be able to get into London 1 day week If you have the relevant experience and want to work within a supportive environment, for an organisation who puts the needs of their communities first then please apply below....
